Opening the Consultation Procedure on the Airport Charges Review Proposal
The Decree 24/1/2012, no.1, converted into law 24 March 2012 no.27, implementing the 12/2009/EC Directive on airport charges entrusts the Italian Regulatory Authority for Transport (ART) with supervisory responsibilities and financial regulation tasks, including the approval of airport charging schemes and the level of charges themselves.
On 22/9/2014, ART published the new Tariff Models regulating the definition of rates for services supplied by airport operators on an exclusive basis, as well as the process for sharing these rates with airport Users. The reference Tariff Model for Trieste Airport is the Model no.3, i.e. the scheme foreseen for airports handling less than 3 Million passengers per annum.
Aeroporto Friuli Venezia Giulia S.p.A. (henceforth “the Company”), the concessionaire operating Trieste-Ronchi dei Legionari airport, on 31/03/2016 informed ART to have fixed, for 08/04/2016, the start of the Consultation on its airport fees re-definition procedure for the 2016-2019 time-frame (with 2014 as base Year and 2015 as Transit Year), as foreseen by Model 3 set out by ART. By acknowledgement of notification receipt published by ART on its website (http://www.autorita-trasporti.it/comunicato-n-52016), the Users Consultation has been formally opened.
The revision of Trieste airport charges is intended to support the investment plan put forward by the Company, partly already under way, scheduled in the short term (2016-2019), as well as on the need to simplify the current airport charging scheme. On the whole, this plan will improve Trieste airport’s infrastructures and their overall service quality, for better and better customer and user experience and satisfaction. The planned development has been defined in such a way as to be fully sustainable as far as the environment and the safety/security are concerned, in compliance with the most advanced best-practices in airport operations.
The Company has set out a “Consultation Document” containing the following information and documents, in compliance with article 4.1 of Model 3:

How to access the relevant documentation
Over the entire length of the Consultation Procedure, all the above mentioned documents are available upon request, in compliance with Model 3. All the Users, who wish to receive information, clarifications, explanations and/or to access the documents on the airport charges review proposal are invited to:
<!--[if !supportLists]-->1. <!--[endif]-->send an e-mail request to firstname.lastname@example.org, with subject “Consultation Document”, enclosing the confidentiality declaration form (downloadable below) duly filled in and signed;
<!--[if !supportLists]-->2. <!--[endif]-->wait for the personal identification code that will be sent by e-mail and which will give access to the relevant documents.
The Company reserves the right to deny access to unqualified Airport Users. As per article 2.26 of Model 3, “Airport User” is defined as any person or corporate body carrying passengers, mail and/or freight by air to and from the airport involved in the Consultation procedure.
How to require information and/or send observations
Any information, explanations and/or observations shall be sent to the person in charge of the Consultation Procedure as specified below to the email address email@example.com. In order to facilitate the organization of the public hearing, observations shall be sent by April 29th 2016.
As per art. 3.4.2 of Model 3, representation of each Airport User within the Consultation Procedure is determined according to the WLU transported from/to Trieste Airport in the Base Year (2014). In order to set balanced and weighted representation criteria for each Airport User, as provided in subsection 3 of the above mentioned art. 3, the Company proposes to give representation also to Airlines which have already planned and formalized operations on Trieste airport over the one-year period immediately following present Consultation Procedure.
According to what foreseen by article 3.4.3. of Model 3, a Users’ public hearing is scheduled for May 9th 2016, from 11:00, at Aeroporto Friuli Venezia Giulia S.p.A.’s headquarters, in Ronchi dei Legionari (GO), Via Aquileia 46 – Conference Room “F. Zappata” in the air terminal.
In order to facilitate the organisation of this event, all the interested airport Users are kindly invited to confirm their participation by May 4th 2016, writing an email to firstname.lastname@example.org.
Information as per article 4.2 of Model 3
Interested Users are reminded that they are requested to send the information as specified in art. 4.2 of Model 3 to the email address email@example.com by April 29th 2016.

Final airport charges proposal for the 2016-2019 time-frame
Aeroporto FVG SpA – the Trieste Airport operator – informs that the Public Hearing held at the Company’s headquarters on 9th May 2016, at 11.00, had a positive outcome.
The Company therefore informs that the process of airport tariffs and charges revision has been finalised for the 2016-2019 time-frame. Accordingly, in compliance with Italian Legislation (article 5.1.3 of the “Modello tariffario”, i.e.the “Airport Charges Schemes”), it has published on its website the final proposal approved by the airport users on 9th May 2016 at the end of the Public Hearing and declares the revision process successfully closed.
